Sufficient land will be allocated in the Sites and Policies document to meet Rotherham's housing requirement of 850 net additional dwellings per annum or 12,750 for the period 2013 to 2028, plus any shortfall in the delivery against that annual target from April 2008 to March 2013. That shortfall or backlog is estimated to be 1,621 dwellings, and the Council will aim to distribute it evenly throughout the plan period (108 per annum).
