First post 2004 Local Plan.
The main modifications can be summarised as follows.
• Reducing the Plan’s requirement for new housing to meet the district’s needs from 14,000 homes over the plan period to 11,600. An additional 1,400 homes would be provided in this plan period to help meet Luton's unmet need, so the overall figure is 13,000 homes.
• Introducing an updated housing trajectory.
• Basing the calculation of the five-year supply of land for new housing on a three-stepped approach using the ‘Liverpool’ method.
• Adding a new policy committing to a review of the whole Plan by the end of 2023 at the latest.
