Option A Scale of Growth - low.
Potential Housing Requirement (homes per year) =534.
LHN. Calculated using standard method.
Option B Scale of Growth - Medium.
Potential Housing Requirement (homes per year) = 657
LHN plus a contribution of 123 homes per year towards meeting Leicester's unmet need
Option C Scale of Growth - High.
Potential Housing Requirement (homes per year) = 780
Local Housing Need plus 246 homes per year.
To give some context of the scale of housing growth we may need to plan for, if we take the medium housing requirement of 657 per year (2020 – 2041) and include a supply contingency of 20% we would need to identify a total supply of 16,556 homes between 2020 and 2041. Assuming the pipeline of 10,427 homes are built before 2041 (including the two Strategic Development Areas at Scraptoft North and East of Lutterworth allocated in the current Local Plan 2019) we would need to plan for a further 6,129 homes – i.e. 6,129 homes on top of the 10,427 home pipeline.

Reflects the full plan requirement; lower figure in Policy H1 (3,975) reflects the residual requirement taking into account existing commitments and completions. • The plan includes a policy trigger that a Local Plan review must be commenced within six months if the publication version of the Leicester Local Plan provides evidence of unmet need. In July 2021 the Council’s Cabinet agreed to start work on new Local Plan to take into account Leicester’s unmet housing need.
