2022/23 to 2026/27: 1,226 dwellings per annum (plus 20% buffer);
2027/28 to 2028/29: 2,091 dwellings per annum
including 1,690 backlog against the London Plan target
(1,296 excluding backlog);
2029/30 to 2040/41: 1,735 dwellings per annum (in line with London Plan paragraph 4.1.11).
